The establishment of the Master of Marine Sciences Study Program (PS MIK) at Diponegoro University was based on the need for competence and knowledge comparable to that of the Master of Marine Sciences, which were not previously taught and specifically prepared by Indonesian degree programs. This is supported by the Main Scientific Orientation of Diponegoro University, namely the Development of Coastal and Tropical Sea Areas which are characteristic of Indonesia, as well as the Strategic Plan of the Faculty of Fisheries which focuses on strategies for achieving superior tropical fisheries and marine development in Indonesia. 2020 (Renstra FPIK 2012-2016)

The implementation of PS MIK at Diponegoro University is an example of excellence that is intended to grow and carry out long-term functions, as well as encourage healthy competition both in the Undip postgraduate program and at the national level. The implementation of PS MIK at Diponegoro University is also part of the main goal of the university as a World Class University in implementing the Tridharma of Higher Education and developing into a Research University with the status of a legal entity. The formation of PS MIK Undip is also part of the government’s efforts to encourage the development of human resources with expertise in the maritime industry. Strong human resources are needed to encourage the growth of the maritime sector, which is currently the main focus of development for the Indonesian government, as stated in the Nawa Cita President of the Republic of Indonesia. Mandatory RPJP (for RPJMN III): Consolidating overall growth in various fields by emphasizing competitive economic competitiveness based on superior Natural Resources and Human Resources, as well as expanding science and technology capabilities as a foundation for developed countries (RPJMN IV 2020 -2025 ). One of the development goals of natural resources and the environment which is one of the pillars of development in Indonesia is the management of natural resources and the biodiversity in it, maritime development, and climate change mitigation and adaptation.

More specifically, the need for human resources who understand the marine industry is very important for efforts to achieve the Marine Development Goals as outlined in the 2015-2019 RT-RPJMN Marine Development Agenda, namely:

1. Preservation of environmental functions and marine biota resources

2. Conservation and restoration efforts are prioritized to achieve: (I) Strengthening and expansion of marine conservation areas from 15.7 million hectares in 2013 to 20 million hectares in 2019: (ii) Improved management effectiveness in the 35 designated conservation areas; and (iii) restoring 85 damaged and restored coastal areas.

3. Accelerate the establishment of institutions that manage maritime security in an integrated manner, and expand the scope of supervision of fisheries and marine resources to 53.4 percent of Indonesia’s fisheries area.
